This study evaluated the relevance of Grade 10 Araling Panlipunan learning competencies in promoting active citizenship among junior high school students in the Division of Batangas, Philippines. It examined economic, environmental, and political competencies and their contribution to civic education through cognitive, affective, and pragmatic instructional strategies. Results revealed that all competency areas were highly relevant, with environmental (3.66), economic (3.65), and political (3.53) domains obtaining high ratings. Significant positive relationships were found between competency relevance and instructional strategies. Based on the findings, a website-based Digital Learning Package was developed to support contextualized and technologyenhanced civic learning.
